This is Basket Collector, Betsy's Block 31. 

The block can be made in four sizes - 4", 6", 8" and 12" finished, and the instructions can be found on her blog - Betsy Chutchian.  Be sure to read her blog post as she has a different way of piecing this block.

This is Ring Around in the 8" size.
